Driving licence, cars and bringing pets to Dubai
Two practical tasks that catch newcomers out: sorting your driving licence and car, and getting your pet into the country legally. Both are handled by UAE authorities and both need paperwork done in the right order.
Exchanging your driving licence
- Drivers from a list of countries can exchange their licence for a UAE licence without taking theory and practical tests; the RTA maintains the list for Dubai.
- You need a residence visa and an Emirates ID before you can exchange.
- Steps usually include a translation where required, an eye test and paying the fee; the licence-exchange fee is set by RTA — check the current official tariff.
- If your licence is old, consider renewing it in your home country first where that is required.
- For a short visit, a foreign or international licence is generally accepted for car rental; check with the rental company.
Cars
- Buying a car: purchase, insurance and registration (Mulkiya) with RTA; you need a UAE licence and insurance.
- Importing your own car: a vehicle must meet UAE standards and go through customs and registration; check the current rules with RTA and customs before shipping.
- Annual testing and renewal apply; keep insurance valid.
Bringing pets
- Pets require an import permit and a health certificate, and dogs and cats must be microchipped and vaccinated against rabies within a defined period before travel.
- The import permit is issued through the Ministry of Climate Change and Environment (MOCCAE); the rules and validity period apply — verify current conditions.
- Some dog breeds are restricted or banned; check the list before you plan travel.
- Airline requirements on the crate and the route are separate and must be met as well.
