Dubai learning permit 2026: RTA application and renewal rules

For 2026, Dubai learner drivers must get a learning permit from the Roads and Transport Authority (RTA) before starting practical lessons, even if they have passed the theory test. The permit is valid for three months. Without a valid permit, applicants cannot book a driving test appointment. If it expires before lessons are completed and a driver’s licence is obtained, the permit must be renewed. Authorised driving institutes require it before training begins.
