Residence permit in Türkiye: types, conditions and renewal in 2026
A residence permit (ikamet izni) is tied to a specific basis and only becomes necessary once the visa-free or visa period no longer covers your stay. This is the actual route: steps with timelines, how long you may stay while it is processed, the conditions for each type, how long you may be absent and what to do in the first month.
The application runs through a single official channel — e-ikamet.goc.gov.tr. There is no paper filing, and agents do not speed anything up: paying a middleman buys nothing.
The relocation sequence: from arrival to the card
- Day of arrival. Record the date — your visa-free or visa days count from it. Register your place of stay (hotel or rental).
- Week 1. Tax number (vergi numarası) at the tax office with your passport — 15–20 minutes (GİB).
- Week 1–2. Private health insurance covering the whole permit period (not required over 65).
- Week 2. Apply on e-ikamet.goc.gov.tr: type, address, documents. The system books an appointment with the migration office (İl Göç İdaresi).
- Pay the fees: harç (by nationality and term) and the İkamet card (964 ₺).
- Appointment: biometrics and document submission. In Istanbul the wait is 3–8 weeks, so apply early.
- After approval, complete address registration (adres kaydı) at the Nüfus Müdürlüğü or Göç İdaresi, then collect the card.
How long you may stay while it is processed
Until the card is ready you are in the country visa-free or on a visa. You can apply from inside the country, but the application must be filed before your legal stay ends. Guide figures by nationality (check against the current Foreign Ministry list):
| Nationality | Visa-free | Apply from inside |
|---|---|---|
| Russia | 60 days | yes, within the stay |
| Germany, Italy (EU) | 90 of 180 | yes |
| Saudi Arabia, UAE, Oman, Kuwait, Qatar | 90 days | yes |
| Morocco, Tunisia, Jordan, Lebanon | 90 days (tourism) | yes |
| Turkish citizens | visa-free | not a permit, address registration |
| Visa-required countries | visa required | before the visa ends |
Permit types and their full conditions
«Up to 2 years» means nothing without conditions. Below is what is required, who applies and how renewal works for each type (Law No. 6458, YUKK).
| Type | Requirement and applicant | Term | Renewal |
|---|---|---|---|
| Short-term — property (art. 31) | owner; deed value from USD 200,000, address, income | 1–2 years | e-İkamet before expiry |
| Short-term — other | applicant; tourism, treatment, business ties | up to 2 years | often income proof |
| Family (art. 34–37) | sponsor with a permit (foreigner: 1+ year) or a citizen; income, housing, insurance | up to 3 years, never beyond the sponsor's permit | via the same portal |
| Student | enrolment; applied through the institution | duration of study | letter from the school |
| Work permit | employer applies via the Labour Ministry; from inside, 6+ months of a permit | contract term | replaces the permit |
| Long-term (art. 43) | 8 years of residence, income, insurance, no social aid for 3 years | indefinite | indefinite, no renewal |

How long you may be absent without losing the permit
A permit has no «holiday»: the basis must remain valid. Confirmed guidance is limited, so we say it plainly:
- A permit not used within 6 months of issue may be annulled.
- Living outside Türkiye continuously for around 6 months is grounds for review and possible cancellation.
- For long-term residence and citizenship continuity matters: long absences break the 8- and 5-year clocks.
The path to citizenship
Citizenship is not an automatic continuation of the permit. The usual path: short-term or family permit → indefinite long-term residence after 8 years → citizenship by residence (at least 5 continuous years by the time you apply). The spouse of a Turkish citizen has a separate fast track: 3 years of marriage. Bases and amounts are on the «Citizenship» page.
Family: spouse, children — and the truth about parents
- Spouse and children under 18 receive the permit together with the sponsor and for the same term — never longer than the sponsor's own permit.
- The sponsor shows income: at least the minimum wage plus ⅓ of the minimum wage per family member (2026 net ≈ 28,076 ₺), plus housing and insurance for everyone.
- School-age children go through the student permit and enrolment at an institution.
- Plainly: parents and siblings are not covered by the family permit — they need their own basis, in practice a short-term permit on their own footing.
Frequent situations
- I bought property but never moved. What happens to the permit?
- A permit unused for 6 months may be annulled. Without real residence you should not renew it: the «living» basis must be genuine.
- I left for a long time — does the permit survive?
- Around 6 months of continuous absence is a cancellation risk. Report plans to the İl Göç İdaresi and keep your address and residence evidence.
- I want to bring my family later — how?
- Family members file separate applications on e-İkamet based on your sponsor status; prepare apostilles and translations of the marriage and birth certificates in advance.
- My application was refused — what now?
- Read the reason in the notice. You can reapply once the reason is resolved and appeal to the administrative court (usually within 60 days).
What to do in the first month
- Tax number: at the tax office with your passport, or via Dijital Vergi Dairesi/e-Devlet. Needed for the bank, the phone and purchases.
- Address registration (adres kaydı): once you hold a status, register the address at the Nüfus Müdürlüğü or Göç İdaresi — the card, taxes and account all hang on the address.
- SIM card: Turkcell, Vodafone or Türk Telekom; a prepaid card (hazır kart) is issued against your passport, no tax number needed. A phone bought abroad runs on a Turkish SIM for 120 days, after which IMEI registration via e-Devlet and a fee are required (about 54–57k ₺ in 2026, revised yearly).
- Bank account: passport + tax number + proof of a Turkish address.
