Work and pay in Türkiye: work permit, taxes and rights
A foreigner may work in Türkiye only under a work permit (çalışma izni) arranged by the employer through the Ministry of Labour and Social Security (ÇSGB). A residence permit (ikamet) does not give the right to work: it is permission to stay, not to work. Working without a permit breaches the rules for both employee and employer.

Types of work permit
Permits are governed by the International Labour Force Law No. 6735 (2016), which replaced Law No. 4817. The permit is issued by the ÇSGB through the electronic e-İzin system.
- Temporary (süreli çalışma izni): tied to a specific employer and job; up to 1 year first, up to 2 years on first renewal, up to 3 years thereafter.
- Indefinite (süresiz çalışma izni): after long-term residence or 8 years of lawful work; allows work with any employer.
- Independent (bağımsız çalışma izni): for those who work for themselves.
- Turkuaz Kart: for highly qualified specialists; gives indefinite work and residence rights, plus residence for close family (first 3 years are a transition period).
- Exceptional (istisnai) permits and permits for key personnel of foreign investments.
- Important: the employer applies, not the candidate. Usually five Turkish employees are required per foreigner (with exceptions).
Who can work without a permit
A residence permit (ikamet) and a work permit are different documents. Residence gives the right to stay in the country, not to work: you cannot take legal employment on residence alone.
- Under Law No. 6735 there are specific work-permit exemptions (çalışma izni muafiyeti) and a Work Permit Exemption Certificate (ÇİMB) — for example for foreign investors and non-resident board members of companies.
- The exemption list is narrow and changes; an exemption is not a “light” permit. Check the primary source (Law No. 6735 at mevzuat.gov.tr). Specific categories: “verification required”.

Employee rights: contract, probation, dismissal
- An employment contract (iş sözleşmesi) is required; it may be fixed-term (belirli süreli) or open-ended (belirsiz süreli).
- Probation (deneme süresi) is at most 2 months (Labour Law No. 4857, art. 15).
- Notice period on termination (ihbar, art. 17): up to 6 months — 2 weeks; 6–18 months — 4 weeks; 18–36 months — 6 weeks; over 36 months — 8 weeks.
- Severance (kıdem tazminatı): 30 days’ gross pay for each full year of service (at least 1 year). The ceiling for 01.07–31.12.2026 is TRY 73,729.87 per year of service.
- The working week is up to 45 hours; paid annual leave is at least 14 days (more by length of service).
- A labour dispute goes first to mandatory mediation (arabuluculuk), then to the labour court (İş Mahkemesi).
Remote work for a foreign employer
Working remotely for a foreign company from Türkiye is legal, but your tax position depends on your residence status and the contract.
- Digital nomads have a separate visa (Dijital Göçebe Vizesi): apply via the GoTürkiye portal, aged 21–55, a university degree, income from foreign clients of at least USD 3,000/month, health insurance. It grants residence for up to 1 year, renewable, but is NOT a Turkish work permit.
- Income from a foreign employer: under art. 23 of Law No. 193, salary paid by a foreign company with no permanent establishment in Türkiye is exempt from Turkish income tax.
- If you are a Turkish tax resident and the client is Turkish, the income is Turkish-source and taxable (gelir vergisi). Have the structure checked by a tax adviser.
- Labour rights under the İş Kanunu protect employees of Turkish employers; a contract with a foreign company falls outside the Turkish Labour Law (“verification required” for the exact structure).
Seasonal work
- Seasonal work is common in tourism (hotels, animation, spa) and agriculture (harvest).
- Employment still needs a work permit; short-term and specialised tasks are sometimes covered by an exemption — the list is narrow.
- Seasonal workers’ schedule, rest and overtime are governed by the İş Kanunu; overtime is paid at higher rates.
Discrimination and where to complain
- Labour Law No. 4857, art. 5: discrimination by language, race, sex, religion, age and more is prohibited; equal pay for equal work is required.
- Psychological pressure (mobbing) is grounds for a complaint and a claim.
- Where to go: ÇSGB and İŞKUR — for breaches of labour law; TİHEK — for discrimination; on a breach of rights, mandatory mediation first, then the İş Mahkemesi.
